Article 21 Savings Clause Section 1. If any provision of this Constitution and By-Laws shall be declared invalid or inoperative by any competent authority or the executive, judicial or administrative branches of the Federal or State Government, the remainder of this Constitution and By-Laws shall not be affected thereby. Section 2. It is understood that during the enforcement of this Constitution and By-Laws should any of the provisions herein contained come into conflict with the International Constitution, the Standard Agreement, rulings of the International Executive Board, or any city, state or federal laws, such provisions will be set aside.
